The Israeli Communication Treaty of International Forwarding Services

Attached is the communication treaty of international forwarding services and the joint declaration signed between the Sea Transport Users Association and the Israeli Fed of Freight Forwarders & Customs Clearing Agents (IFFCCA)

The treaty determines the fundamental obligations and rights of the international forwarder and the client using their service. The treaty stipulates, among other things, that the international forwarder will act with reliability, loyalty, and honesty when providing his services, both towards the client and towards the authorities. The forwarder undertakes to follow the law and the laws applicable to the cargo shipment to and from Israel. The client shall provide the international forwarder with all relevant information for the cargo shipment, including a detailed description of the cargo, its value, weight, volume, packaging, and other required features and characteristics for the international forwarding services.

General terms: International Forwarding

  • We act as international forwarding coordinators and therefore, are not responsible for changes made by shipping companies in sailing routes and/or transit times and/or delays and/or their schedule.
  • Prices are for non-hazardous materials (unless stated otherwise). Prices refer to standard, seaworthy cargo, suitable for transportation and containerization.
  • The price of transport does not include any abroad charges and/or EXW, transport abroad unless mentioned otherwise. The price is based on carrier space and equipment availability.
  • Prices are subject to carriers changes.
  • Full containers, FCL (dry containers), must be returned empty to the shipping company according to free days and container type. any delay will be charged accordingly.
  • Transportation fees will be collected even if the cargo is not cleared by the importer.
  • The general conditions above apply to all existing and future price offers for services from TEFFCOM DASA LTD.
  • Domestic inland transportation : Two hours free during loading. 80 USD additional for each hour or a part of it.
  • TEFFCOM DASA LTD sees the order received following this price offer as consent and a signature on the price offer and its appendices.
  • The transport is subject to international conventions and conditions in the transport contracts that appear in the freight forwarder's bill of lading or of the shipping company.
  • The client cannot reduce any payment or part of it under this offer for any reason unless agreed in writing by the parties.
  • Prices do not include customs brokerage, taxes, port fees, handling fees, Storage at the port and/or terminal, physical examination, direct delivery, permit fees, VAT, insurance, overland transport, and other work unless stated otherwise, in Israel and abroad.
  • Insurance per request. Shipping is not insured. Insurance is by demand with written approval only. We are coordinators, and therefore damages are the responsibility of the carrier and/or warehouses.
  • For expenses locals Israel, VAT must be added and paid according to Law
  • The offer is valid for 30 days unless stated otherwise, excluding surcharge. PSS and GRI are subject to the shipping company.
  • Payment terms - cash, unless stated otherwise.

Addition to Air Cargo, General terms:

  • Valid for 30 days or subject to changes made by the airlines.
  • We are forwarding coordinators. Flights and dates are approximate and are the full responsibility of the airlines. Therefore, we are not responsible for changes made by airlines and/or in transport times and/or delays and/or the schedule.
  • The air transport ratio is 1:6 (every cubic meter equals 167 kg for air cargo). In overland transport, it is 1:3. The transport fee will be according to the actual weight or the volumetric weight, whichever is greater.
  • Prices are for non-hazardous (unless otherwise stated) and non-perishable General Cargo and Stackable. Prices refer to shipments that are not exceptional in length and weight, packaged for air transport properly, and can be loaded according to aircraft restrictions.
  • Insurance is by demand with written approval only.

  • The company is not responsible for possible direct and/or indirect damages caused to the cargo during the air, overland, and/or intermediate storage.

Custom Brokerage, General terms:

  • Importer must submit copies of paperwork and original power of attorney/declarations according to the guidelines.
  • Power of attorney + importer declaration must be filled out on the Shaar Olami system + importer declaration if necessary.
  • According to customs requirements, physical examinations will be charged separately.
  • Submitting permits or standard application to the Standards Institution of Israel (if carried out through us) will be charged separately.
  • Imports permits from the authorities - is the responsibility of the importer.
  • Assembly files, multiple classifications, over ten classifications, and unusual and/or exceptional treatments will be charged separately.

Customs Brokerage - Additional terms:

  • axes, duty and VAT are paid to customs - at cost.
  • Port fees - according to the actual charge.
  • Maman / Swissport fees - according to the actual charge.
  • Transport prices do not include VAT and are subject to changes made by the transport company.
  • Port handling fees and infrastructure fees for full containers, according to Israel Ports Company fees and following the tariff reform, and with port invoices.
  • LCL/AIR shipments will be charged by the terminals following the tariff reform per invoices For updated fares, you can refer to the Ashdod / Haifa Port website.
  • Insurance per request. Shipment is not insured. If necessary and upon request, we will submit an offer separately. The insurance coverage will be in effect only after we send a written approval.
  • Inland transport from the ports - following acceptable rates, if necessary, we will give a quote.
  • Payment Terms - cash or bank transfer, according to the payment request, an estimate that includes clearance fees. We will transfer it for your consideration before the clearance process.
  • For expenses in Israel, VAT must be added and paid according to Law.

Limitation of Liability – Customs Brokerage.

The client/importer accepts and agrees to bear the final costs for customs payments, taxes, fines, interests related to import/export, including deficits and arrears. They will compensate TEFFCOM DASA LTD or its representative for any liability in customs payments.

Limitation of Liability of TEFFCOM DASA LTD as agent only: In cases where TEFFCOM DASA LTD announced that they served as an agent only.

When TEFFCOM DASA LTD serves as an agent, such as in prepaid cargo and handing over delivery orders, the company does not undertake or pretend to enter into any contract with the client for transportation, storage, handling, clearance, or other physical services.

TEFFCOM DASA LTD will not be accountable for the actions, omissions, or damages of third parties. Proper disclosure in the contract with the actual carrier will be TEFFCOM DASA LTD ‘s responsibility.
